The Preceptor of the Year awards presented each year by the Experiential Learning Program at the University of Maryland School of Pharmacy recognize preceptors who demonstrate commitment to excellence and outstanding contributions to the educational development of future pharmacists.
Preceptor of the Year awards are given to an introductory pharmacy practice experience (IPPE) preceptor and an advanced pharmacy practice experience (APPE) preceptor. There is also an award to honor new preceptors with fewer than three (3) years of experience, as well as an award to honor the Faculty Preceptor of the Year.

2024 Award Recipients
Outstanding New Preceptor of the Year: Lisa Misevicz, MS (US Food and Drug Administration)
Lisa Misevicz serves as a communications lead in the Office of Compliance in the FDA’s Center for Drug Evaluation and Research. In this role, she develops and implements strategic communications on key public health topics such as the Drug Supply Chain and Security Act, drug quality and recalls, online pharmacies, fraud, drug compounding and more. Ms. Misevicz has been with FDA since 2009 and previously worked in Chicago as a public affairs specialist where she collaborated with universities, federal and local governments, non-profits, and consumer organizations to promote understanding of FDA’s regulatory programs and framework. She holds a Masters of Science degree from Northwestern University.
IPPE Preceptor of the Year: Vicki Bulkin, PharmD (Safeway Pharmacies)
Dr. Vicki Bulkin earned her PharmD degree from the University of Maryland School of Pharmacy. Upon graduating, she completed a PGY1 Community-Based Pharmacy Residency with Safeway Pharmacy & the University of Maryland. Afterwards, she stayed on with Safeway Pharmacy to manage a variety of responsibilities, currently being Pharmacy Manager at the Norbeck Road Safeway in Rockville, and Experiential Coordinator for Safeway. In addition, she was recently appointed as Residency Program Director for the Safeway/University of MD PGY1 Community-Based Residency Program and looks forward to mentoring and training many future residents in the years to come. Dr. Bulkin holds a special passion for precepting students, and thanks all the great preceptors at University of MD School of Pharmacy for inspiring her!
APPE Preceptor of the Year: Tuan Huynh, PharmD, AAHIVP, HIVPCP (University of Maryland, Center for Innovative Pharmacy Solutions)
Tuan Huynh, PharmD, AAHIVP, HIVPCP, is an advanced practice pharmacist with the Center for Innovative Pharmacy Solutions (CIPS) at the University of Maryland School of Pharmacy. In his role, he collaborates with the University of Maryland Medical System Population Health Service Organization (UMMS PHSO) to enhance health outcomes, ensure quality, and guide patients through a high reliability journey within Maryland communities. Additionally, Tuan actively contributes to student program development and onboarding processes for APPE 450 rotations at UMMS PHSO, leveraging his expertise to elevate the educational experience for aspiring pharmacists. As a proud graduate of the University of Maryland School of Pharmacy in 2011, Tuan's professional pursuits include community pharmacy practice, population health, value-based care, and enriching the pharmacy student experience during rotations. Prior to his current position, Tuan served in various key roles, including as pharmacy manager at Target Pharmacy, clinical outpatient pharmacist at Johns Hopkins, and preceptor coordinator and clinical pharmacy program lead at Weis Pharmacy. Throughout his career, Tuan has demonstrated a commitment to excellence in patient care, innovative pharmacy solutions, and mentorship, reflecting his passion for advancing the pharmacy profession and improving healthcare outcomes.
Faculty Preceptor of the Year: Kristine Parbuoni, PharmD, BCPPS (University of Maryland School of Pharmacy)
Dr. Parbuoni is an Associate Professor at the University of Maryland School of Pharmacy. Dr. Parbuoni has served as the PGY2 Pediatric Residency Program Director since 2019. She is also the Director of Postgraduate Training, where she oversees all of the pharmacy residents and fellows at the University of Maryland. Dr. Parbuoni obtained her PharmD from the University of Maryland School of Pharmacy. She then completed a PGY-1 and PGY-2 Pediatric Residency at The Johns Hopkins Hospital. Dr. Parbuoni is a Board Certified Pediatric Pharmacotherapy Specialist (BCPPS) and she maintains a clinical practice site in the Pediatric Intensive Care Unit at the University of Maryland Children’s Hospital where she precepts pharmacy students and residents.
